Waxman-Markey unleashes brilliance?

Rep. Peter Welch (D-VT) said that Waxman-Markey would “unleash the brilliance” of our scientists and engineers. Has there been a law against such brilliance up until now?

    Its about time we passed a law to require people to be smart.

    Our leaders will exempt themselves from its scope.
